In Marvel Comics, the New World Order is the name of a villainous organization led by none other than the Red Skull—which has yet to be featured in the film. But the leader isn't an entirely left-field option to lead a secret organization of world domination, which is exactly how he got his start as the Hulk villain.

Taking its
name from a problematic real-world conspiracy term that is widely regarded as
anti-Semitism due to its roots in propaganda material, the New World Order is a
villainous organization founded by the Red Skull with the intention of taking
over the world. has been done. Interestingly, despite Red Skull's involvement,
the New World Order actually spent most of its short-lived existence working
against a different Avenger entirely, the Hulk.
At the time, following 1992's Incredible Hulk 400, the Hulk, in the early days of his 'Professor Hulk' persona, was working alongside a group of super-powered beings known as the Pantheon, who were involved in engineering Dedicated to world peace.
Acting as their agent, the Hulk travels to Brazil to investigate a New World Order fortress that has come to the attention of the Pantheon. The Hulk briefly

The New World Order briefly became a semi-regular threat to the Hulk, although Red Skull's involvement in the group quickly ended.
Oddly, after the departure of the Red Skull, the New World Order became somewhat more neutral, even once Hulk's longtime ally Rick Jones was asked to help the Hulk escape the control of the villainous Apocalypse. which temporarily made the Hulk a horseman of death.
