A member of a legislative assembly (MLA) elected by voters of an electoral district (constituency) to the legislature US voters State Government of India In the Indian system of government from each constituency, the people elect a representative who is then elected to the Legislative Assembly (MLA) member. Each state has seven and nine legislators for each Member of Parliament (MP), which is the bicameral Lok Sabha, the lower house of India. Parliament, the three United States legislatures also have members in the Union Territories: the Delhi Legislative Assembly, the Jammu and Kashmir Legislative Assembly, the Puducherry Legislative Assembly.

Introduction

States that have two houses have a State Legislative Council (Vidhan Parishad), and a State Legislative Assembly (Vidhan Sabha). In such a case, the Legislative Council is the upper house, while the Legislative Assembly is the lower house of the state legislature.

The Legislative Assembly consists of not more than 500 members and not less than 60. The largest state, Uttar Pradesh, has 404 members in its Legislative Assembly. The states which have small population and small in size have a provision to have less number of members in the Legislative Assembly. Puducherry has 33 members. Mizoram and Goa have only 40 members. Sikkim has 32. All the members of the Legislature from the Anglo Indian community, as he/she sees fit, if he/she is of the opinion that they are not adequately represented in the Legislative Assembly.

Qualification

The qualification to become a member of the Legislative Assembly is very similar to the qualification to become a member of the Parliament.

  • The person must be a citizen of India
  • Not less than 25 years of ageto be a member of the Legislative Assembly and not less than 30 years to be a member of the Legislative Council in accordance with Article 173 of the Constitution of India.

Power of MLA

The most important function of the legislature is to make laws. The state legislature has the power to make laws on all those things on which Parliament cannot make laws. Some of these objects are police, prisons, irrigation, agriculture, local governments, public health, pilgrimage, and burial lands. Some of the subjects on which Parliament and States can make laws are education, marriage and divorce, protection of forests and wild animals and birds.

As with the money bill, the situation is similar. Bills can be originated only in the Legislative Assembly. The Legislative Council can either pass the Bill within 14 days from the date of receipt of the Bill or suggest changes thereto within 14 days. These changes may or may not be accepted by the Assembly.
